The photo has your eyes focused on the window displaying the officer. (Frame within a frame.) 

Which viewpoint/angle was the image taken from?

Photo was taken at a eye-view viewpoint.

Emphasis:

My eyes are being drawn to the officer in the small window and the red carriage.

Emotional impact:

The emotional impact of this photo portrays a dull and dreary setting. 

What does the picture tell you,

The photo shows me that this is a very serious moment capturing the officer on patrol. I also think the photographer was trying to capture what he was seeing in that particular moment. 

Visual Elements:

Photographer is influenced by the light and the dark colors. The foreground of the photo has a bright red carriage and the background very dark colors.

Motion:

The photograph is a still photo. 

Light:

Not a lot of light is used for this photo. 

Strategy:

I believe the strategy the photographer was trying to use was frame within a frame. Which is when the photographer uses something (Example: window.) within the scene in front of the photo to frame the main subject (officer.).  Therefore a second frame is created within the image.
